Ethical Dilemma is a state of indecision when a person is caught in the battle to choose one ethical value over the other. In this case scenario a civil servant must follow the

  • established ethical standards,
  • ethics of circumstances and consequence
  • the Rule of Law,
  • objectivity,
  • public institution,
  • good consequence.

In order to minimise the ethical dilemma

  • clear rules and policies must be inscribed
  • the code of conduct must mention clear situation
  • a culture that supports innovation and risk taking
  • leadership that supports bold decision
  • transparency

The ethical dilemma revolves around

  • administrative secrecy or choose transparency
  • to choose authority or over it accountability
  • law vs morality
  • whistle blowing vs career.

There are several examples that have showcased that if innovation and creativity is involved it not just improves the decisions one takes but also serve the aim of the services that is to ensure the welfare of the people.
